Meet Our Staff

Penelope Daugherty, Director

Ms. Daugherty is responsible for managing the university’s affirmative action and equal opportunity compliance functions and directing the activities of the Office of Affirmative Action & Equal Opportunity (OAAEO).  This includes overseeing preparation of the University of Oregon Affirmative Action Plan in compliance with applicable laws and regulations, advising administrators, faculty, staff and students regarding affirmative action and equal opportunity issues, overseeing the discrimination grievance intake, referral, informal resolution and investigation process, the reasonable accommodation process for employees with disabilities, and compliance with Title IX.  The office is committed to working with all members of the university community to ensure compliance with applicable affirmative action, equal opportunity and nondiscrimination obligations, and to support and enhance the university’s commitment to diversity.

Terry Leary, Associate Director

Ms. Leary assists in managing the office, with oversight for the office in the absence of the director.  She is integrally involved in developing, and evaluating strategic plans for meeting office objectives, providing guidance to office personnel, and providing leadership in the implementation of the OAAEO diversity action plan.  In addition, Ms. Leary has primary responsibility for managing the informal and formal discrimination complaint resolution process and for coordinating the employment provisions of the Americans with Disabilities Act.  Ms. Leary assists with analyzing data relevant to the affirmative action plan and other programmatic needs, and developing materials and providing training relevant to the goals and objectives of the office.

Tomas Hulick Baiza, Affirmative Action/Equal Opportunity Specialist

Mr. Baiza has primary responsibility for providing guidance to university personnel involved in the search and selection processes for unclassified positions to help ensure successful searches that comply with affirmative action and equal opportunity obligations.  He assists in the development of outreach and recruitment strategies designed to reach and attract diverse applicant pools and broaden employment opportunities for underrepresented groups.  In addition, Mr. Baiza serves a central role in the review and analysis of data necessary for affirmative action reporting and for the more comprehensive understanding of accomplishments and challenges necessary to effectively guide future affirmative action and diversity related efforts. 

Annie Bentz, Informal Complaint Resolution Specialist

Ms. Bentz assists faculty and staff with informal complaint resolution, either individually or in groups, by direct request or upon request of academic or administrative departments.  She works with managers, supervisors or individual faculty or staff who wish to develop more effective strategies for managing change and/or conflict and provides facilitation services to individuals and groups needing assistance with complex organizational or interpersonal issues.  She also provides professional development and training for faculty and staff on issues of communication, managing change and/or conflict, and other topics that relate to managing or minimizing the potential for conflict in the workplace, and on topics related to diversity.

Kathryn Cannon, Executive Assistant/Office Manager

Ms. Cannon provides executive assistance to the director.  She also manages the flow of search and hire paperwork through the office and provides administrative support in connection with the unclassified search process.  She responds to questions from university personnel involved in the hiring process regarding proper completion of paperwork related to unclassified searches and hires.  She participates in the design and implementation of office procedures, updates office forms and processes, administers the office web site, and provides assistance to the director and other staff in connection with the affirmative action plan, grievance investigations and Title IX compliance.

Susan Plummer, Compliance Assistant

Ms. Plummer conducts preliminary screening of all incoming search and hire paperwork for compliance with university policies and procedures related to affirmative action and equal opportunity.  In addition, she is responsible for maintaining OAAEO search records.  She acts as backup for the Executive Assistant/Office Manager in providing administrative support in connection with the unclassified search process.

Randi Schmechel, Data Collection Coordinator

Ms. Schmechel is responsible for maintaining the databases used by the office to generate affirmative action plans and other reports as necessary in connection with the overall affirmative action program.  She generates routine and special reports from those databases as requested.  She advises the director on changing reporting requirements and the adequacy and integrity of data entry and monitoring procedures.  She is responsible for coding unclassified positions for affirmative action reporting and analysis purposes.
